Payroll is the part everyone prices, because payroll is the part that is easy to price. Finding the right people and keeping them is the part that decides whether the team works.

The employer side is a single line. One pension contribution, no separate health, unemployment or accident funds. That makes the employer on-cost among the lowest in Southeast Europe.

Income tax bands are marginal. Only the income falling inside a band is taxed at that band's rate.

Health insurance is funded separately and does not run through payroll.

Corporate income tax is 10%. VAT is 18%.

What the Law Requires

Annual leave
Four weeks paid, with an additional day accruing for every five years of service with the same employer.
Public holidays
Eleven official holidays, paid. Employees required to work them are paid at 1.5x.
Sick leave
Twenty paid days per year. A medical certificate can be requested after three consecutive days.
Maternity leave
Twelve months. The employer covers 70% of salary for the first six months, the state covers the next three at 50% of the national average, and the final three are unpaid.
Paternity leave
Three paid days, plus two weeks unpaid that can be taken any time before the child turns three.
Probation
Up to six months. Either side can end the contract on seven days notice during it.
Notice
Thirty days for fixed-term contracts and for indefinite contracts under two years. Forty-five days from two to ten years. Sixty days beyond ten years.
Severance
Payable on length of service, starting at one month's salary after two years and rising with tenure. Accrued unused leave is paid out on exit.

Three Ways to Put Someone on Payroll

Employer of record

A provider employs the person on paper and runs payroll, tax and compliance. You direct the work.

Works when
Two to four people, a horizon you are not certain about yet, or a first hire you want running before you commit to anything structural.
Stops working when
The fee is per head and permanent, so it scales linearly and never converts into an asset. At larger headcounts you are renting an admin layer you could own.

Your own entity

A local company, local payroll, local accountant. You are the employer.

Works when
A team you intend to keep. Administration is a company-level cost rather than a per-head one, so the overhead stops scaling once you are past the first few people.
Stops working when
It carries setup, filing and a local accounting relationship. If you might unwind inside a year, that is a poor trade.

Contractors

Individuals invoicing you directly, usually as registered self-employed.

Works when
Genuinely project-shaped work with a defined scope and an independent contractor who controls how it is done.
Stops working when
If the working relationship looks like employment, it is employment. Misclassification carries fines and back-dated liability, and full-time work directed by your managers is not contracting.

How the market actually works

Kosovo has a young workforce and a technical education pipeline that has grown quickly, concentrated in and around Prishtina. English is widely spoken at working level. The country sits in Central European Time, which puts it inside the working day for London, Amsterdam, Berlin and the Nordics.

The pool is small and it is connected. The strongest engineers are rarely on job boards. They move on referral, and word travels fast enough that a good candidate is often counter-offered before they have finished their notice period. Employer brand matters more here than headcount data suggests, because most candidates will have a second-hand opinion of you before they take the call.

That is the part an employer of record does not touch. It pays people you have already found, and it has no view on whether they will still be there in eighteen months.

What does an employer pay on top of salary in Kosovo?

A 5% pension contribution on gross salary. That is the only mandatory employer-side contribution, which makes the employer on-cost one of the lowest in the region.

What is the income tax rate in Kosovo?

Personal income tax is progressive and tops out at 10%. The bands are 0% up to €960 of annual gross, 4% to €3,000, 8% to €5,400, and 10% above that. Rates apply only to the income inside each band. The employer withholds it.

Do I need a local entity to hire in Kosovo?

No. You can employ through an employer of record without one, or engage contractors directly where the work is genuinely project-shaped. An entity makes sense once you are keeping a team, because administration stops being a per-head cost.

How much notice do I have to give an employee in Kosovo?

Thirty days for fixed-term contracts and indefinite contracts under two years, rising to forty-five days between two and ten years and sixty days beyond that. Termination requires cause and written notice.

How long can a probation period be?

Up to six months, with seven days notice from either side during the period.

What do developers cost in Kosovo?

It depends heavily on stack, seniority and whether the person is currently employed. We share current ranges by role on request rather than publishing them, because published averages tend to be stale and misleading in a market this size.

Can I hire Kosovo developers as contractors instead?

Only where the relationship is genuinely independent. Kosovo treats contractors and employees differently, and if someone works full time under your direction, classifying them as a contractor exposes you to fines and back-dated liability.

What timezone is Kosovo in?

Central European Time, the same as Berlin, Amsterdam and Paris, one hour ahead of the UK.
